The reign of Queen Elizabeth II and the political changes of the United Kingdom of Great Britain and Northern Ireland

Celem pracy jest ukazanie obecnej pozycji ustrojowej monarchy brytyjskiego (na przykładzie królowej Elżbiety II) na tle zmian społeczno – politycznych, jakie zachodziły w Zjednoczonym Królestwie. Autorka proponuje wykorzystać również podstawy ustroju brytyjskiego i jego specyfikę, czyli normy prawne różnego pochodzenia i brak zwartej konstytucji pisanej. Ma wzgląd na pozycję ustrojową i strukturę Parlamentu, opisując organizację wewnętrzną Izby Gmin i Izby Lordów, tryb powoływania ich członków i funkcje Parlamentu jako całości. Określone zostały także uprawnienia monarchy wobec obu izb. Scharakteryzowana została rola ustrojowa gabinetu, rządu, premiera i Tajnej Rady, z rozpatrywaniem wpływu, jaki zgodnie z prawem monarcha wywiera na te organy. Uwzględniono pozycję władzy sądowniczej w brytyjskim systemie politycznym oraz strukturę organizacyjną Wspólnoty Narodów. W pracy opisana została koronacja Elżbiety II i kolejne lata panowania królowej z podziałem na dziesięciolecia, z dostrzeżeniem zmian, jakie zachodziły w Zjednoczonym Królestwie i na świecie. Scharakteryzowano poszczególnych członków rodziny królewskiej i zmianę zasad funkcjonowania Listy Cywilnej. Praca zawiera opis wszystkich premierów Zjednoczonego Królestwa, którzy stali na czele rządów za panowania Elżbiety II. Opisana została powojenna polityka wewnętrzna Wielkiej Brytanii i etapy dekolonizacji oraz sytuacja we Wspólnocie Narodów od czasów po drugiej wojnie światowej do współczesności. Autorka zwraca uwagę na stosunek Elżbiety II do Wspólnoty Narodów. Dokonano opisu integrowania się Wielkiej Brytanii ze strukturami europejskimi i warunków członkostwa w nich. Scharakteryzowano rządy Margaret Thatcher i wybrane reformy partii laburzystowskiej (dewolucję i reformę Izby Lordów). Rozważania prowadzą do wniosku, że styl rządzenia Elżbiety II zmieniał się na przestrzeni lat wraz ze zmieniającą się rzeczywistością społeczno – polityczną. Nie uległ jednak zmianie sens monarchii, polegający na utożsamianiu się królowej z wszystkimi poddanymi. Autorka twierdzi, że znaczącą rolę odgrywa autorytet Elżbiety II, który jest przeciwwagą dla pojawiających się w Wielkiej Brytanii ruchów republikańskich.

The purpose of this project is to present the current situation of the British monarchical system (on the basis of the example of Queen Elizabeth II), in the background of the socio-political changes taking place in the UK. The author suggests making use of the foundations of the British political system and its specificity, which means taking into consideration the legal norms of various sources and the uncodified Constitution. The author takes into account the structure of the Parliament describing the internal structure of the House of Commons and the House of Lords, the system of appointing their members and the functions of the Parliament as a whole. There has been defined, as well, the power of the Monarch over the both Houses. The author exemplifies the constitutional role of the Cabinet, the members of the Government, the Prime Minister and the Secret Service, in addition to reconsidering the influence which the Monarch exerts on these bodies. There has been considered the importance of the judicial system in the British political system along with the organisational structure of the Commonwealth. This project describes the coronation of Elizabeth II and the further years of the Queen’s reign divided into decades, with underlining the changes which have taken place in the UK and the whole World. Certain members of the royal family has been characterised, as well as the modification of rules connected with the Civil List implementation. This thesis contains the description of those Prime Ministers who have been, so far, the Heads of Her Majesty’s Government. The post-war domestic policy of Great Britain has been mentioned in the project, and the certain stages of decolonisation, together with the situation of the Commonwealth since the World War II until present time. The author also emphasises Elizabeth II’s attitude to the policy of the Commonwealth. In this thesis, there has been described the integration of Great Britain with the European Structures, and the conditions which regulate Great Britain’s membership. The governing of Margaret Thatcher and particular Labour Party’s reforms have been scrutinised, namely devolution and the reform of the House of Lords. After certain consideration, it can be concluded that the manner of Queen Elizabeth II’s reign has been changing throughout the years, along with the altering socio-political reality. However, the meaning of the monarchy has not changed, which rests on Her Majesty’s identification with the people. The author claims that the authority of the Queen plays the very significant role; the authority which is counterweight to the emerging Republican movements in Great Britain.
