Controlling as a management tool in local government units

Zadaniem jednostek samorządu terytorialnego jest prowadzenie działań na rzecz lokalnej społeczności. Potrzebują one odpowiednich narzędzi oraz metod zarządzania, by realizować swoje funkcje w sposób rzetelny, efektywny i skuteczny. W tym celu warto rozważyć wprowadzenie controllingu jako narzędzia zarządzania w jednostce.W pracy przedstawiono istotę controllingu, jak również jego wpływ na zarządzanie w jednostkach samorządu terytorialnego. Zaprezentowano, jaką rolę odgrywają rozwiązania controllingowe w urzędzie gminy oraz dokonano przeglądu wybranych definicji, koncepcji, metod i technik zarządzania. Omówiono także genezę i rozwój samorządu terytorialnego w Polsce oraz zaprezentowano wybrane narzędzia, które są wykorzystywane podczas realizacji funkcji zarządzania. Szczególnie skupiono się na controllingu - jego instrumentach, zadaniach, celach oraz wpływie na jednostki samorządu terytorialnego. Przedstawiono również wnioski z badań własnych na temat funkcjonowania controllingu w wybranym urzędzie gminy.Analiza literatury przedmiotu oraz wyniki badań wskazały, że controlling jest narzędziem zapewniającym doskonalenie i skuteczność procesu zarządzania w jednostkach samorządu terytorialnego.

The task of local government units is to conduct activities for the local community. They need appropriate tools and management methods to carry out their functions fairly, efficiently and effectively. It is worth to consider the introduction of controlling as a management tool in the unit.The paper presents the significance of controlling, as well as its impact on the management in local government units. The thesis presents the role of controlling solutions in the commune office and revises of definitions, concepts, methods and management techniques. What is more, it discusses the genesis and development of local government in Poland and presents selected instruments that are used during the realization of management functions. The thesis is particularly focused on controlling - its instruments, tasks, objectives and impact on local governments. It also presents the results from own research which was conducted in selected commune office.Analysis of literature and research results indicated that controlling is a tool to ensure the improvement and efficiency of the management process in local government units.
