The subject of this thesis is a party and entities as a party in administrative proceedings.The party occupies a key position in the administrative proceedings because the proceedings are conducted in order to settle the matter relating directly to the party and the decision relates to rights or obligations of the party. Participation in the administrative proceedings is to promote the fuller recognition of the case, allow the party to participate in the proceedings and ensure its control over the proceedings.In addition to the authority conducting the proceedings and the party, in administrative proceedings may participate a category of participants defined by the Code as "the entity as a party." The condition of their participation in the proceedings is not protection of their legal interest but protection of the interest of the party or the public interest.
