The impact of the South Korea - U.S. Alliance on relations on the Korean Peninsula

W październiku 1953 roku, kilka miesięcy po podpisaniu rozejmu w Panmunjeon, kończącego działania zbrojne wojny koreańskiej, Stany Zjednoczone i Korea Południowa zawiązały sojusz w oparciu o traktat o wzajemnej obronie. Wiązał się on z zapewnieniem pomocy militarnej i gospodarczej ze strony USA, a warunkiem ratyfikacji było przekazanie Amerykanom kontroli operacyjnej nad południowokoreańskimi siłami zbrojnymi, co zostało zrealizowane w 1954 roku. Od tamtej pory USA i Korea Południowa współpracują ze sobą, między innymi w zakresie utrzymywania relacji z Koreą Północną, a także innymi państwami regionu. Pomimo wspólnych działań, sojusz ten jest także źródłem problemów w polityce Korei Południowej, takich jak problem autonomii w sojuszu bądź problem ponownego przejęcia kontroli operacyjnej przez Republikę Korei. Co więcej, duży wpływ na relacje z USA ma także scena polityczna Korei Południowej, która w głównej mierze dzieli się na konserwatystów i liberalistów o odmiennych nastawieniach wobec sojusznika. Polaryzacja ta wpływa także na dialog międzykoreański – południowokoreańscy politycy liberalni są nastawieni pokojowo wobec Korei Północnej, natomiast konserwatywni działacze traktują ją jak wroga. Jeśli chodzi o podejście Korei Północnej, sojusz USA-Korea Południowa wzbudza jej niezadowolenie i wpływa między innymi na jej działania względem innych państw czy na rozwój możliwości nuklearnych Korei Północnej. Aktualnie rządząca administracja USA również ma znaczenie w tych skomplikowanych relacjach. Poprzedni prezydent, Donald Trump, stawiał Stany Zjednoczone na pierwszym miejscu zgodnie ze swoją polityką „America First”, a za czasów jego panowania sojusz z Korea Południową znacznie ucierpiał. Prezydent Joe Biden po objęciu władzy skupił się na regionie Indo-Pacyfiku, do czego potrzebował dobrych relacji z Koreą Południową. Przyszłość dialogu międzykoreańskiego i relacji na osi USA-Korea Południowa jest niepewna ze względu na aktualnie wrogie podejście przywódcy Korei Północnej wobec Korei Południowej, Kim Jong Una, oraz wybory prezydenckie, które odbyć się mają w USA w listopadzie 2024 roku.
In October 1953, a few months after the signing of the armistice in Panmunjeon which ended the military action of the Korean War, the United States and South Korea formed an alliance based on the Mutual Defense Treaty. It involved military and economic assistance from the US. The transfer of operational control of the South Korean armed forces to the Americans was the condition of ratification of the treaty, which was completed in 1954. Since then, the U.S. and South Korea have worked together, including maintaining relationship with North Korea, as well as other countries in the region. The alliance is also a source of problems in South Korean politics, such as the problem of autonomy in the alliance or the problem of reassuming operational control by South Korea. Moreover, relations with the U.S. are also heavily influenced by South Korea's political scene, which is mainly divided between conservatives and liberals with different attitudes toward the ally. This polarization also affects the inter-Korean dialogue - South Korean liberal politicians are peaceful towards North Korea, while conservatists treat it as an enemy. As for North Korea's approach, the U.S.-South Korea alliance arouses its discontent and influences, among other things, its actions toward other countries or the development of North Korea's nuclear capabilities. The ruling U.S. administration also has a role in this complicated relationship. The previous president, Donald Trump, focused on the United States in accordance with his "America First" policy, and during his reign the alliance with South Korea suffered significantly. President Joe Biden, on the other hand, focused on the Indo-Pacific region, for which he needed good relations with South Korea. The future of inter-Korean dialogue and relations between the US and South Korea is uncertain due to the currently hostile attitude of North Korean leader toward South Korea and the US presidential election to be held in November 2024.
