Global management of antidoping system- history and role of doping in the athletics' career and its ethical aspects.

Głównym celem pracy jest zbadanie organizacji systemu antydopingowego na świecie oraz w Polsce. Analizę rozpoczęto wyjaśnieniem pojęcia doping, wskazaniem rodzajów dopingu, a następnie genezą tego zjawiska. Następnie przybliżono krótką historię dopingu na świecie, jego ewolucję i rozwój. Kolejno omówione zostały system dopingowe w Niemczech i w ZSRR. Porównanie ich ukazuje, jak sprawnie działały już w ubiegłym wieku. W drugim rozdziale opisany został światowy system antydopingowy, oparty przede wszystkim na jednej organizacji World Anty-Doping Agency. Tutaj też wskazane zostały najważniejsze substancje i metody zabronione oraz możliwe wyjątki od tych zakazów. Każdy z rozdziałów opisuje podstawowe założenia regulaminów uchwalonych przez WADA, nazywanych „standardami”. Są to najważniejsze dokumenty, od których zależy organizacja i sprawność działania WADA na świecie. W kolejnym rozdziale zanalizowano nasz krajowy system antydopingowy. Skupiono się przede wszystkim na Polska Agencję Antydopingową, podstawę prawną jej działania oraz dokładny opis struktury organizacyjnej wraz z poszczególnymi zadaniami organów. Rozdział kończy się omówieniem raportu rocznego z 2018 r., jego najważniejszych założeń, realizacji oraz liczby postępowań antydopingowych prowadzonych na terenie Polski. Pracę zamykają historię „z życia wzięte”, czyli przykłady sportowców złapanych na dopingu. We wnioskach wskazuje się na negatywny wpływ oszustw dopingowych w środowisku sportowym, jak i pozasportowym

The goal of this paper is to examine the organization of the World’s and Polish anti-doping systems. The analysis begins from explaining the phenomenon of doping worldwide, its genesis and development. Next, the paper discusses the doping systems in Germany and the USSR. The comparison of those two systems shows how efficient the doping methods became at the end of the last century. The second chapter describes the worlds anti-doping system that is based primarily on one organization, the World Anti-Doping Agency (WADA). The chapter also identifies the main forbidden substances and methods used to cheat as well as possible exceptions from them. Each of the chapters discusses the most crucial assumptions of the so-called “standards”, the anti-doping regulations ratified by WADA which are the foundations of WADA’s efficiency worldwide. Furthermore, the paper focuses on the anti-doping scene in Poland and on the Polish Anti-Doping Agency, along with its regulatory status, organizational structure and the tasks of particular departments. The chapter concludes with an analysis of the 2018 annual report, its main conclusions, concerns, actions and also the numbers of doping investigations that are currently open in Poland. The paper also explores several real-life stories of athletes that were caught on doping. The conclusion emphasizes the significance of the doping frauds that are present in the world of professional sports as well as outside of it.
