State Council (1952-1989) in the system of state organs of the Polish People's Republic

W pracy licencjackiej pod tytułem „Rada Państwa (1952-1989) w systemie organów państwowych PRL” można zapoznać się dokładniej z organem, który w Polskiej Rzeczpospolitej Ludowej odgrywał bardzo ważną funkcję, a o którym niekoniecznie dużo mówi się w kontekście tego okresu. Praca przedstawia charakterystykę Rady Państwa oraz odpowiada na pytanie, jakie były zależności pomiędzy nią a innymi naczelnymi organami państwa. Rada Państwa funkcjonowała również w okresie 1947-1952. Między Radą P. z tzw. „Małej Konstytucji” a Radą P. z Konstytucji z roku 1952 r. występowały jednak zasadnicze różnice w charakterze, składzie i zakresie uprawnień, z tego więc powodu bardzo ciężko je ze sobą porównywać. W mojej pracy pod uwagę będę więc brał tylko organ Rady Państwa funkcjonujący od 1952 r. Ramy czasowe funkcjonowania organu kończą się w roku 1989 r. ponieważ właśnie wtedy rozpoczęła się transformacja ustrojowa w wyniku której państwo przekształciło się w demokratyczną Rzeczpospolitą Polską określaną jako III Rzeczpospolitą i nie przewidywała ona funkcjonowania Rady Państwa.

In work entitled "The Council of State (1952-1989) in the system of state organs of the PRL" you can get acquainted with an organ that played a very important role in the Polish People's Republic, and which is not necessarily much talked about in the context of this period. The work presents the characteristics of the State Council and answers the question of what were the relationships between it and other supreme state organs. The Council of State also functioned in the period 1947-1952. Between the Council of State from the "Little Constitution" and the Council of State from the Constitution of 1952 there were fundamental differences in nature, composition and mandate, For this reason, it is very difficult to compare them with each other. In my work, therefore, I will only consider the Council of State that has been in operation since 1952. The time frame for the organ's functioning ends in 1989, because it was then that the systemic transformation began, as a result of which the state transformed into a democratic Republic of Poland, referred to as the Third Republic, and it did not provide for the functioning of the State Council.
