Activity of the Internal Security Agency and the Governmental Computer Emergency Response Team in the field of security in cyberspace in the Republic of Poland

W swojej pracy magisterskiej poruszyłem temat bezpieczeństwa w cyberprzestrzeni na terenie Rzeczypospolitej Polskiej. Założeniem mojej pracy było przedstawienie wyników badań nad działalnością Agencji Bezpieczeństwa Wewnętrznego oraz podległego mu Rządowego Zespołu Reagowania na Incydenty Komputerowe w zakresie cyberbezpieczeństwa na terenie Polski. Celem badawczym pracy jest ocena Rządowego Zespołu Reagowania na Incydenty Komputerowe na podstawie jego raportów z lat 2010-2015. Wybrałem ten przedział czasowy ze względu na dostępność raportów z tego okresu. Dokumenty te były dostępne na rządowej stronie zespołu badającego incydenty komputerowe. W swojej pracy przedstawiłem pojęcie cyberprzestrzeni oraz wyzwania i zagrożenia w niej. Przedstawiłem również instytucję Agencji Bezpieczeństwa Wewnętrznego, która zajmuje się badaną kwestią. Na końcu pracy dokonałem analizy raportów opublikowanych przez podległy ABW zespół CERT.GOV.PL, w których zawarte są dane dotyczące bezpieczeństwa w cyberprzestrzeni na terenie Rzeczypospolitej Polskiej, w szczególności skupiając się na atakach hakerskich oraz incydentach wymierzonych w administrację publiczną. Przedmiotem mojej pracy badawczej jest cyberbezpieczeństwo w Polsce. Pisząc pracę, korzystałem z różnych źródeł. W pierwszym oraz w drugim rozdziale korzystałem z wielu aktów prawnych, dokumentów, artykułów naukowych, raportów oraz z monografii. Badając trzeci rozdział pracy, korzystałem przede wszystkim z raportów opracowanych przez Rządowy Zespół Reagowania na Incydenty Komputerowe. W wyniku badań przeprowadzonych na podstawie raportów zespołu CERT.GOV.PL dowiodłem, iż z upływem lat zespół CERT.GOV.PL odnotowywał coraz większą liczbę zgłoszeń, a także incydentów rzeczywistych.

In my master's thesis I raised the subject of security in cyberspace in the territory of the Republic of Poland. The assumption of my work was to present the results of research on the activities of the Internal Security Agency and the Government Computer Emergency Response Team subordinate to it in the field of cyber security in Poland. The research goal of the work is the assessment of the Government Response Team for Computer Incidents on the basis of its reports from 2010-2017. I chose this time period due to the availability of reports from this period. These documents were available on the government side of the team investigating computer incidents. In my work I presented the concept of cyberspace and the challenges and threats in it. I also presented the institution of the Internal Security Agency, which deals with the issue under investigation. At the end of the work, I analyzed the reports published by the ABW subordinate CERT.GOV.PL team, which contain data on security in cyberspace on the territory of the Republic of Poland, in particular focusing on hacker attacks and incidents aimed at public administration. The subject of my research work is cybersecurity in Poland. When writing a job, I used various sources. In the first and in the second chapter, I used many legal acts, documents, scientific articles, reports and monographs. When examining the third chapter of the work, I used primarily the reports developed by the Governmental Computer Incident Response Team. As a result of research carried out on the basis of reports of the CERT.GOV.PL team, I have proved that over the years the CERT.GOV.PL team has been recording an increasing number of applications as well as real incidents.
