Abstract in English

The level of trust of stakeholders to public organizations should be systematically measured and evaluated. Management control should be an instrument for the creation of public trust, thus strengthening social capital. Meanwhile, there is the difficulty in assessing the achievement of the objectives of management control. Such a situation may undermine the confidence of employees to the top management of public organizations.
