abstract in English:
This chapter is aimed to focus on certain elements of democratic transition in Mexico that had caused its uncompleted character. Today, after 17 years since presidential election of Vicente Fox, 20 years after the Congressional elections in which the PRI lost majority, 29 years after the presidential elections that PRI had stolen for the first time in its history to guarantee the victory of its candidate, 40 years after first electoral reforms of electoral law, still one cannot say that the process of building democratic regime is completed and the Mexican democracy is consolidated.
