abstract in Polish: | Do jednego ze współczesnych globalnych megatrendów należy transformacja sektora energetycznego, której głównym założeniem jest przeniesienie produkcji energii na źródła odnawialne, zmniejszanie emisyjności gospodarki i podnoszenie efektywności energetycznej zwłaszcza najbardziej energochłonnych gałęzi. W procesie tym następuje wielokierunkowy rozwój zarówno w sferze politycznej (prawodawstwo), gospodarczej (nowe gałęzie i technologie), jak i społecznej (świadomość obywatelska, prosumenci). Zasadniczym celem tych zmian jest zapewnienie bezpieczeństwa, które dotyczy przede wszystkim aspektu energetycznego i środowiskowego tak, aby gwarantować stały i postępujący rozwój cywilizacyjny. Jednym z narzędzi służących implementacji i rozwojowi nowego modelu polityki energetycznej jest digitalizacja, która bezpośrednio łączy się ze wzrostem stopnia komplikacji systemu energetycznego - pojawia się w nim bowiem coraz więcej podmiotów wytwarzających energię elektryczną na skutek postępującego rozproszenia źródeł energii o nieregularnej częstotliwości wytwórczej. Digitalizacja jest koniecznym elementem zarządzania inteligentnymi sieciami przesyłu energii i inteligentnymi licznikami oraz służącym do kontroli całego systemu energetycznego, a także gwarancji sprawiedliwości dystrybucji, co stanowi m.in. element walki z ubóstwem energetycznym. Zaleta procesu digitalizacji, polegająca na scalaniu państwowego systemu energetycznego, podnosi jednocześnie jego wrażliwość na potencjalne zagrożenia związane z działalnością przestępczą i terrorystyczną. Wyzwania z tym związane obejmują takie zagadnienia, jak: ochrona przepływu i przechowywania danych, ataki mające na celu zakłócenie działania systemu i wywołanie przerw w dostawach czy też przejęcie kontroli nad mechanizmem dostaw energii, która stanowi konieczny element systemu komunikacyjnego we współczesnym świecie. Z uwagi na rosnące – adekwatnie do stopnia implementacji - znaczenie digitalizacji systemu energetycznego, warto przyjrzeć się bliżej temu zagadnieniu i wyzwaniom, jakie ze sobą niesie. Przykład Niemiec stanowi w tym temacie ciekawe studium przypadku z uwagi na zaawansowany proces transformacji energetycznej, a także wielkość państwa i gospodarki. W związku z potrzebami realizacji działań nowego modelu polityki energetycznej, w lipcu 2016 r. została w Niemczech przyjęta ustawa regulująca zagadnienie digitalizacji sektora energetycznego. Analiza prawodawstwa oraz dotychczasowych doświadczeń Niemiec w obszarze digitalizacji energetyki pozwoli na wyodrębnienie najważniejszych elementów tego procesu, którego jednym z głównych założeń jest gwarancja bezpieczeństwa energetycznego, a w szerszym ujęciu - dyktowanym przez znaczenie energii elektrycznej dla funkcjonowania państwa - także ogólnego bezpieczeństwa narodowego. |
abstract in English: | Transition of the energy sector is one of the global megatrends in the world today. The objectives of this transition include shifting the energy production to renewable resources, reducing greenhouse gas emissions and improving energy efficiency, especially in the energy intensive industries. The process of energy transition leads to the multidirectional development of the state, that means on the political level (law), economic level (new industries and technologies) and social (citizenship awareness, prosumers) level. The main goal of these changes is to provide the security, which applies primarily to the energy and environmental aspects, in order to ensure the sustainable development of civilization. One of the important instruments, that is required for implementation and development of the energy transition, is digitalisation. The process of digitalisation is directly linked to the growing complexity of the energy system, caused by increasing number of actors on the energy market, who produce electricity as a result of progressive decentralization of energy resources, which are characterised by irregular frequency of production intensity. Digitalisation is an essential element of energy infrastructure management, smart grids and smart meters. It allows to improve justice of energy distribution, which is inter alia a factor for combating against energy poverty. A key advantage of digitalisation’s process, which is merging the state’s energy system, causes also an increase of energy system’s vulnerability against criminal activities and terror attacks. Challenges in this area include such issues as: data protection, safe movement and storage of data, significant disruption in the energy systems causing blackouts or taking control over the energy supplies. Energy is a key element of communication system in the modern world, therefore its lack may result in serious consequences. Due to the fact of rising meaning of digitalisation - which is adequate to the degree of its implementation - it is worthwhile to have a closer look at this issue and its challenges. As an example Germany is an interesting case of study due advanced process of energy transition in this country as well as the size of its economy and territory. There has been undertaken certain steps in order to improve the legal status of the digitalisation of energy sector and a legal act concerning regulation the process of digitalization of energy sector has been adopted in July 2016. The in-depth analysis of the legal regulations and German experience in the area of digitalisation of energy sector allow to identify key elements of this process, which involves - as one of the main objectives - the energy security guarantee, and more broadly, the general national security as a result of the growing importance of energy that remains crucial to the functioning of the state. |
