Innovations are one of the key elements mentioned in the context of opportunities for organization development, achievement of competitive advantage. Innovations become a necessity for functioning and surviving in the turbulent surroundings. According to the latest paradigm, innovations should be developed along with the environment, which should pose a source of knowledge and concepts. Value is being increasingly more often created and the border of various entities, through coordination and efforts undertaken commonly. Moreover, open innovations are not a domain of only the commercial organizations. This sphere gains in meaning also in case of public organizations, because their operation is concentrated not only on influencing other organizations and citizens in order to realize the public interest. There is also concentration on the society's life quality improvements, on the basis of social relationships, involvement and cooperation. Open social innovations pose a sphere of interests, which never became the subject of broad interests within research over public organizations. The aim of this article is to identify possibilities of application of open social innovations as the public organizations' strategy.
