Europe and Poland in the face of the Fourth Wave of terrorism

Głównym przedmiotem rozważań niniejszej pracy jest analiza przypadku IV fali terroryzmu na terenie Europy oraz Polski. Brane pod uwagę są zarówno wydarzenia o charakterze terrorystycznym, jak i prawnokarna reakcja na przedstawione zjawisko. Analiza ta ma na celu wykazanie zależności oraz charakterystyki incydentów terrorystycznych występujących w krajach Europy, a także skuteczność podejmowanych działań organów europejskich i polskich w obszarze zapobiegania i przeciwdziałania zjawisku terroryzmu. Praca ta stanowi analizę w oparciu o literaturę oraz raporty przygotowywane przez instytucje skupiające się na walce z terroryzmem, jak również o akty prawne poruszające tą kwestię. Pierwszy rozdział wprowadza do podstaw pojęcia terroryzmu, zarówno w kontekście definiowania jak i przestrzeni historycznej. Drugi rozdział przedstawia charakterystykę zjawiska z rozróżnieniem na typologię aktów terroryzmu. Trzeci rozdział przechodzi bezpośrednio do ukazania IV fali terroryzmu oraz jego wpływu na państwa Europy, w tym Polskę. Czwarty rozdział natomiast skupia się na prawnokarnej reakcji na zjawisko terroryzmu, z rozróżnieniem na Europę i Polskę. Analiza ta wykazuje stopień zależność pomiędzy kształtem występującego terroryzmu a podjętymi działaniami organów państw europejskich, ukazując poziom skuteczność reakcji prawnokarnej na przedstawione zjawisko.

The main subject of this thesis is the analysis of the case of the Fourth Wave of terrorism in Europe and Poland. Taken into account are both terrorist events and criminal law reactions to the presented phenomenon. This analysis aims to show the dependencies and characteristics of terrorist incidents occurring in European countries, as well as the effectiveness of the actions taken by European and Polish authorities in the area of preventing and counteracting the phenomenon of terrorism. This analysis is based on the literature and reports prepared by institutions focusing on the fight against terrorism, as well as on legal acts dealing with this issue. The first chapter introduces the basics of the concept of terrorism, both in terms of definition and historical space. The second chapter presents the characteristics of the phenomenon with a distinction into the typology of acts of terrorism. The third chapter goes directly to the Fourth Wave of terrorism and its impact on European countries, including Poland. The fourth chapter focuses on the criminal law response to the aspect of terrorism, distinguishing between Europe and Poland. The analysis shows the degree of dependence between the evolution of terrorism and the actions taken by the authorities of European countries, showing the level of effectiveness of the criminal law response to the presented circumstances.
