abstract in English:	In the paper an attempt is made to explain the impact of participation on overall effectiveness of contemporary public management. First, main issues of effectiveness of public management are discussed and then the essence of participation notion are explored. These considerations are the basis for development of a model of public participation impacts on efficiency in the public management.
