The paper discusses the concepts of reforms relating to the civil service that functioned in the Duchy of Warsaw. Various administrative projects as well as journalistic production concerned with the political and constitutional problems were analysed. Most of the authors of the time supported the idea that in the civil service there should be employed only the officers of high professional quality. What was recommended was the educating of the candidates for officers both in schools as well as through practical training. There were also draffed the catalogues of personal features with which the public officers should distinguish themselves. There was also emphasized the need to make the administration effective through the recruitment of the staff in the respective agencies at the optimum numerical level. What was additionally emphasized were the advantages derived from the adaptation of the administrative activities to social expectations, the stress being particulary laid on the culture of managing public affairs. While viewing the problem in the entire context of administrative thought of the Duchy of Warsaw, it is possible to arrive at a conclusion that the postulates referring to the officers of public administration were those that were the most ripe and progressive. They tended to create effective administration and laid the foundations for the image of the ideal bureaucracy.
