The Act on Spatial Planning and Land Development of 27th March 2003 lays down the principles of spatial policy development by local government units and public administration bodies. In their broadest scope, tasks aimed at spatial planning and land development are carried out by communes. The communes are obliged to adopt two basic planning documents: a study of conditions and directions of spatial development and a local spatial development plan. The authors have explained the legal nature of such study of conditions and directions of commune spatial development. They have indicated the basic functions of the study and presented its content and form. Further in the paper, the authors have demonstrated the procedure of adopting the study. In the conclusions, they have assessed the role of the study in the spatial planning system.
