abstract in Polish:	Niniejsza praca dotyczy praw człowieka w Turcji pod rządami obecnej konstytucji uchwalonej w 1982 roku. Podzielona jest na trzy rozdziały. Prawa człowieka są uprawnieniami przysługującymi każdemu człowiekowi, z samego faktu, że jest on człowiekiem, a więc z samej jego natury, niezależnie od rasy koloru skóry, wyznania, narodowości, języka, płci... W pracy zaprezentowane są różne koncepcje praw człowieka, które wywierają wpływ na postrzeganie i kształt krajowego systemu ochrony praw człowieka, który został dokładnie przedstawiony. Szczególnie podkreślona jest tu rola jaką pełni konstytucja. Przedstawione są prawa, obowiązki, gwarancje, a także możliwości ograniczenia i zwieszenia tych pod pewnymi warunkami. W pracy przedstawiono także najważniejsze międzynarodowe systemy ochrony praw czlowieka, którymi związana jest Turcja. Przedstawiona jest pojęcie i rozwój prawnomiędzynarodowej ochrony praw człowieka. Opisany jest system ochrony praw człowieka w ramach uniwersalnego systemu ONZ, a także regionalnego europejskiego. W przypadku tego drugiego skupiono uwagę na systemie stworzonym w ramach Rady Europy oraz Organizacji Bezpieczeństwa i Współpracy w Europie. Aby praca była kompletna, zawiera też informacje na temat stanu faktycznego przestrzegania praw człowieka. Ta część pracy oparta jest na raportach Amnesty International, Human Rights Watch i Komisji Europejskiej. Szczególnie starania tureckie o akcesję do Uni Europejskiej i konieczność sprostania europejskim wymogom przyczynia się do reform, także na polu gwarancji przestrzegania praw człowieka.
abstract in English:	This paper is concerned on human rights in Turkey under the current constitution adopted in 1982. It is divided into three chapters. Human rights are rights enjoyed by every human being, from the very fact that he is a man, and therefore by its very nature, regardless of race color, creed, nationality, language, gender ... In the work presented are different concepts of human rights and their influence on perception and shape of national human rights protection system, which has been carefully presented. Especially emphasized here, is the role constitution plays. The rights, responsibilities, guarantees, as well as opportunities to reduce and suspend these under certain conditions. The paper presents also major international human rights protection system, which is linked to Turkey. Presented is the concept and development of international legal protection of human rights. Also, described is the protection system of human rights within the UN universal system, as well as a regional European. The second one focuses on the system established under the Council of Europe and the Organization for Security and Cooperation in Europe. To work was complete, also contains information about the facts of human rights abiding. This part is based on Amnesty International, Human Rights Watch and the European Commission reports. Especially Turkish efforts for accession to the European Union and the need to meet Europe's demands contributes to the reform, including in the field of human rights guarantees.
