Local and regional communities in the process of European Integration : a few methodological remarks

Działania Wspólnot Europejskich w stosunku do samorządów wszystkich szczebli mają od wielu lat charakter przede wszystkim czysto finansowy, sprowadzający się do realizacji założeń Wspólnej Polityki Regionalnej. Instytucją na poziomie europejskim, w której głos społeczności lokalnych i regionalnych jest wysłuchiwany i brany pod uwagę jest Rada Europy. To działalności tej organizacji samorządy lokalne i regionalne zawdzięczają zagwarantowanie przepisami prawa międzynarodowego swych praw i kompetencji i to ona również stoi na straży ich autonomii. Badacz zajmujący się tą problematyką, wszelkich informacji winien szukać w archiwach Rady Europy oraz międzynarodowych organizacji samorządów z nią współpracujących a także zasobach internetowych i wywiadach pogłębionych z aktorami społecznymi. Minima prerogatyw i gwarancje polityczne samorządy europejskie zagwarantowały sobie konwencjami europejskimi na forum Rady Europy, środki finansowe i kompetencje otrzymują zaś od swych rządów i Wspólnot Europejskich. W efekcie, proces ten doprowadził do wykształcenia się z czasem mocnych regionów, jako aktywnych aktorów sceny europejskie

For many years the operations of the European Community in relation to local governments on all levels have had a purely financial character, boiling down to the realisation of the premises of the Common Regional Policy. A change in this character could have been observed in the Maastricht Treaty, which introduced the principle of subsidiarity. The Committee of the Regions and the Directorate General for Regional Policy were also formed; however, the ‘financial' character of the operations did not change. On the European level, the institution which listens to and takes into consideration the voice of local and regional communities is the European Council. It is thanks to the workings of this institution that the autonomy of the local and regional governments is upheld and their rights and competencies are safeguarded by international law. Researchers studying this problematic should thus search for certain sources in the European Council archives along with sources from those international organisations for local governments in cooperation with the Council. While research based on the mid 20th Century can rely only on archives, the situation changes diametrically the closer we get to contemporary times, when the most common research tools aside from archival queries are the Internet and in-depth interviews with participants of the events. Local European governments have ensured themselves the minimal prerogatives and political guarantees by the way of European conventions in the forum of the European Council, while they receive their financial support and competences from their respective governments and from the European Community. As a result, this process has led to the development of strong regions which now play an active role on the European scene
