The European funds budget in the Polish legal system

Celem niniejszej pracy jest przedstawienie analizy budżetu środków europejskich. Jest on instrumentem funkcjonującym w zakresie polskiego prawa finansowego. Budżet środków europejskich jest to roczny plan finansowy, który określa zasady gospodarowania środkami europejskimi. Praca została podzielona na cztery rozdziały. W pierwszym rozdziale zostały opisane podstawowe informacje dotyczące genezy budżetu oraz jego charakteru prawnego. Rozdział drugi poświęcony został zakresowi budżetu środków europejskich. W rozdziale trzecim poddano analizie podstawowe elementy składowe jakim są lub mogą być: deficyt lub nadwyżka i rezerwa celowa. Natomiast rozdział czwarty skupia się na charakterystyce procesu wykonywania budżetu środków europejskich, w szczególności na procedurach oraz formach jego realizacji. W podsumowaniu przedstawione zostały wnioski dotyczące charakteru prawnego omawianego budżetu oraz jego relacji z budżetem państwowym.

The purpose of this work is to analyse the European funds budget. It is a legal instrument which functions in the Polish financial law. The European funds budget is yearly financial plan which determines the rules of managing European funds. The paper is divided into four chapters. The aim of the first chapter is to describe basic information concerning its genesis and the legal character of this instrument. The second chapter is devoted to the scope of the European funds budget. The subject of the third chapter is the analysis of its basics elements, such as: budget deficit or surplus and also specific reserve. Whereas the fourth chapter is focused on the characteristic of proceeding matters of the European funds budget, its forms and procedures are described here in particularly. The summary of the work presents conclusions of the matters of its legal character and its relation with the State budget.
