Regional integration as a form of interstate cooperation. Comparative analysis of the process of integration in Europe and in the Caribbean based on the example of the European Union and the Caribbean Community.

Integracja międzynarodowa jest jedną z najważniejszych form współpracy pomiędzy państwami we współczesnych stosunkach międzynarodowych. Państwa integrują się, gdy dostrzegają wspólnotę swoich interesów, podobieństwo systemów polityczno - społecznych, kultury, języka czy wyznania. Współcześnie, najszybciej rozwijającą się odmianą integracji jest integracja regionalna. Uważa się, iż regionalizm jest celowym działaniem państwa na rzecz poszukiwania najbardziej efektywnych form współpracy, które nie tylko zaspokoją jego potrzeby, ale także stworzą nowe możliwości rozwoju. Niniejsza praca ma na celu analizę porównawczą dwóch procesów integracji regionalnej na świecie- Unii Europejskiej i Wspólnoty Karaibskiej. Współdziałanie w ramach Unii Europejskiej w Europie oraz Wspólnoty Karaibskiej CARICOM w rejonie basenu Morza Karaibskiego i Ameryki Południowej to dwa najprężniej rozwijające się projekty integracyjne w XXI w. Ponadto, wśród badaczy istnieje pogląd, iż te dwa procesy wykazują liczne podobieństwa, a CARICOM jest kalką zrobioną z europejskiej ścieżki integracyjnej. Autorka w pracy porównuje najważniejsze aspekty i cechy obu projektów, z uwzględnieniem tych, które uznać można za kluczowe w późniejszej ocenie. Analizie poddane zostały zarówno system instytucjonalny obu organizacji, jak również realizacja zasady solidarności członków, poziom współpracy ekonomicznej oraz relacje z najważniejszymi aktorami współczesnych stosunków międzynarodowych. Podsumowaniem pracy jest ocena rzeczywistego podobieństwa procesów w UE i CARICOM, oraz wnioski na temat poziomu integracji w samej Wspólnocie Karaibskiej.

In contemporary international relations, international integration is one of the most important form of cooperation between countries. States integrate when they identify common interests, similarities in socio-political systems, culture or religion. Today, the most dynamically d form of integration is, regional integration. It is said that regionalism is the intentional actions undertaken by states in search of the most effective forms of cooperation, which not only satisfy needs, but also create new opportunities for development. This paper aims to conduct a comparative analysis of two processes of regional integration - the European Union in Europe and the Caribbean Community (Caricom) in the Caribbean Sea and parts of South America. These two organizations are the fastest growing integrational projects in the XXI century. Moreover, there is an opinion among scholars that these two processes show many similarities and that CARICOM is a calque created on the basis of European integration path. The author compares the most important aspects of both processes focusing on these which are considered to be crucial for further appraisal. The compared elements are the institutional structure of both organizations as well as solidarity among members, level of economic cooperation and relations between discussed organizations and other international actors. The summary of this paper aims to evaluate the real similarities between UE and CARICOM and also rate the actual level of the integration within Caribbean Community itself.
