The role of the Republican Party of Armenia in the process of the formation of Armenia’s political system from 1999 to 2018

Rozpad ZSRR sprawił, iż wszystkie nowopowstałe państwa musiały zdefiniować swoje funkcjonowanie w ramach systemów politycznych. Wiele z tych państw, w tym Armenia oparły ustrój na silnej pozycji prezydenta kosztem rządu i parlamentu. Początek lat 90. poza formowaniem się instytucji państwowych, był również czasem kształtowania się sceny politycznej i tworzenia systemu wielopartyjnego.Jedną z partii, która powstała na fali ruchu na rzecz niepodległości Armenii i samostanowienia dla Górskiego Karabachu, była Republikańska Partia Armenii. Początkowo jej ideologia skupiała się wokół wartości narodowo-konserwatywnych. Jednak po zdobyciu władzy stała się zapleczem politycznym prezydentów, przypominającym związek zawodowy polityków i biznesmenów, który był o wiele bardziej zainteresowany utrzymaniem monopolu na władzę niż kwestiami ideologicznymi. Celem niniejszej pracy jest scharakteryzowanie kształtowania się ustroju politycznego w Armenii, a także zbadanie związku między przemianami, jakie przeszedł ten system a rolą Republikańskiej Partii Armenii w procesie. Praca analizuje również ewolucję samej partii, od małoznaczącej organizacji opozycyjnej do głównej siły w kraju, która stowrzyła swego rodzaju sieć polityczno-gospodarczych wpływów. Ważnym elementem jest też opisanie społecznego poparcia dla Republikańskiej Partii Armenii a także okoliczności i przyczyn odsunięcia republikanów od władzy.

The dissolution of the USSR meant that all the newly formed states had to define their political systems. Many of these states, including Armenia, based their political system on the strong position of the president at the expense of government and parliament. The early 1990s, apart from the formation of state institutions, was also a time when the political scene was taking shape and a multi-party system was being created.One of the parties that emerged on the wave of the movement for Armenian independence and self-determination for Nagorno-Karabakh was the Republican Party of Armenia. Initially, its ideology centred around national-conservative values. However, after gaining power, it became the political base of the presidents, resembling a trade union of politicians and businessmen who were much more interested in maintaining a monopoly on power than in ideological issues. The aim of this paper is to characterise the formation of the political system in Armenia, and to examine the relationship between the changes the system underwent and the role of the Republican Party of Armenia in the process. The paper also analyses the evolution of the party itself, from a minor opposition organisation to a major force in the country that has created a kind of network of political and economic influence. An important element is the description of public support for the Republican Party of Armenia, as well as the circumstances and reasons for the removal of the Republicans from power.
