Instytucja umorzenia postępowania administracyjnego to narzędzie procesowe, które służyć ma zablokowaniu dalszego prowadzenia drogi administracyjnej już rozpoczętej w przypadku zaistnienia braku którejkolwiek z przesłanek procesowych dopuszczalności postępowania administracyjnego. Procedura administracyjna zatem będzie mogła być umorzona zarówno z przyczyn podmiotowych (bezprzedmiotowość podmiotowa), jak i z przyczyn przedmiotowych (bezprzedmiotowość podmiotowa).

The institution of discontinuation of administrative proceedings is a procedural tool which is to block the launch or further conduct of an administrative road that has already begun, in the absence of any of the procedural prerequisites for the admissibility of administrative proceedings. Therefore, the administrative procedure may be discontinued for subjective reasons (subjectlessness) and for objective reasons (subjectlessness).
