The role of Euroregions and cross-border cooperation in the formulation of a European identity. Case study: Euroregion Pradziad

Na bazie globalizacji i regionalizmu, dwóch wydawałoby się przeciwstawnych procesów, granice państwowe, które wcześniej dzieliły, obecnie poprzez współpracę transgraniczną, zaczynają łączyć. Wyrazem tego jest miedzy innymi tworzenie euroregionów, które przyczyniają się do powstawania więzi będących przejawem integracji pomiędzy państwami i narodami. Współpraca euroregionalna najbardziej zaawansowana jest w Europie Zachodniej, choć od upadku komunizmu stosunkowo dynamicznie rozwija się również w krajach Europy Środkowo-Wschodniej, w tym w Polsce. W niniejszej pracy Autor opracowania przedstawił zarys historyczny, ujęcie doktrynalne i instytucjonalno-prawne współpracy transgranicznej. Określił również jej wpływ na zmianę tożsamości społeczności lokalnych i regionalnych. Na podstawie analizy opublikowanych badań socjologicznych Autor podjął próbę dowiedzenia, że na pograniczu polsko-czeskim (omówionym na przykładzie Euroregionu Pradziad) istnieje silne powiązanie pomiędzy współpracą transgraniczną a tożsamością europejską. Stwierdził jednak, że na omawianym obszarze nie można jeszcze mówić o występowaniu zbiorowej tożsamości europejskiej. Z tego też względu wynik poszukiwań korelacji pomiędzy współpracą transgraniczną a tożsamością europejską okazał się niestety negatywny.

On the basis of globalization and regionalism, which seem to be opposing processes, national borders, which previously shared, now begin to connect through cross-border cooperation. This is reflected, among other things, in the creation of Euroregions, which contribute to the formation of ties that are a manifestation of integration between countries and people. Cooperation through Euroregions is most advanced in Western Europe, although since the fall of communism it has also dynamically developped in the countries of Central and Eastern Europe, including Poland. In this work the author presented a historical overview and doctrinal approach to legal and institutional cross-border cooperation. Also described is its impact on the changing identity of local and regional communities. Based on the analysis of published sociological research the author attemptes to prove that the Polish-Czech border (discussed on the example of the Euroregion Pradziad) there is a strong correlation between cross-border cooperation and the European identity. Yet, he concludes that, in this area one can not speak of the existence of a collective European identity. For this reason, the search of correlation between cross-border cooperation and European identity unfortunately revealed a negative result.
