Landscape resolutions, as a tool for counteracting ghettoization of urban spaces in Poland

Urban development is undeniably connected with deciding about the direction of changes that take place in the urban space. Currently, the challenge for local decision-makers is to create an attractive urban space, free from negative phenomena among which one of the most disturbing is ghettoization. The aim of this article is to present the subject of the progressive ghettoization of the Polish cities’ space and try to stop this process by local authorities with the use of legislative tools, such as so-called landscape resolutions. It supplements the discourse over public policies carried out by public administration bodies in counteracting the negative effects of the appropriation of urban space. The article was based on the analysis of selected domestic and foreign literature as well as the analysis of the content of legal acts and their projects. It fits into the research gap, consisting in the lack of a synthetic approach to the issue of ghettoization, presenting the current state of work on solutions in this area in selected Polish cities.

Rozwój miast zawsze wiąże się koniecznością podejmowania decyzji o kierunku zmian w przestrzeni miejskiej. Obecnie wyzwaniem dla decydentów jest stworzenie atrakcyjnej przestrzeni miejskiej, wolnej od negatywnych zjawisk, spośród których jednym z najbardziej niepokojących jest gettoizacja. Celem artykułu jest przybliżenie tematyki postępującej gettoizacji przestrzeni polskich miast oraz prób powstrzymania tego procesu przez władze lokalne za pomocą narzędzi legislacyjnych, jakimi są tzw. uchwały krajobrazowe. Stanowi on uzupełnienie dyskursu nad politykami publicznymi organów administracji publicznej w przedmiocie przeciwdziałania negatywnym skutkom zawłaszczania przestrzeni miejskiej. Artykuł powstał na podstawie analizy wybranej literatury krajowej i zagranicznej, a także treści aktów prawnych i ich projektów. Powinien choć trochę zmniejszyć lukę badawczą, jaką stanowi brak syntetycznego ujęcia problematyki gettoizacji prezentującego aktualny stan prac nad rozwiązaniami w tym obszarze w wybranych miastach Polski.
