POLISH-GERMAN RELATIONS IN 1989-2007. SELECTED SOCIAL-POLITICAL PROBLEMS

Celem niniejszej pracy magisterskiej jest analiza relacji bilateralnych między III Rzeczpospolitą a Republiką Federalną Niemiec na przestrzeni kluczowych lat, dających podstawę dzisiejszym stosunkom bilateralnym. Nacisk położony został na relacje polityczne obu państw – ich wspólnych, a zwłaszcza tych spornych elementów. Szczególna uwaga poświęcona została także uwarunkowaniom wewnętrznym Polski i Niemiec, które decydowały o rozwoju bilateralnych stosunków; trwałości strategii kształtowania wzajemnych relacji obu państw, a także roli sąsiada w polityce zagranicznej poszczególnych polskich i niemieckich rad ministrów. Przyjęta cezura czasowa - od 1989 do 2007 roku - to okres bezprecedensowy zarówno dla Polski, jak i Niemiec. Po transformacji ustrojowej Rzeczpospolita mogła rozpocząć w pełni suwerenne kształtowanie polityki wewnętrznej oraz pozycji na arenie międzynarodowej, zaś Niemcy dokonały ostatecznie zniesienia wewnętrznych, sztucznych granic, jednocząc tym samym podzielone przez prawie pół wieku państwo. Koncentracja na okresie od 1989 do 2007 roku pozwala na przeanalizowanie najbardziej kluczowych wyzwań, które kształtowały obecne relacje polsko-niemieckie. Wiele z nich rezonuje także dziś, dlatego w konkluzjach przedstawiono, które problemy zostały rozwiązane, a które z nich są wciąż żywe. Cezurą porównawczą jest tu koniec kadencji kanclerz Angeli Merkel. W rozprawie przeanalizowano także niebagatelną rolę Niemiec jako "adwokata" Polski w drodze ku Unii Europejskiej, pochylono się nad kwestią trudnej przeszłości obu państw oraz uwzględniono aspekty zarówno wewnętrzne, jak i międzynarodowe stanu wzajemnych relacji.Rozprawę rozpoczyna wstęp złożony z uzasadnienia wyboru tematu pracy; celów, hipotez i pytań badawczych; stanu badań; metodologii oraz nakreślenia struktury rozprawy. Tłem rozdziału pierwszego jest czas rządów kanclerza Helmuta Kohla. Tematyka obejmuje okres transformacji obu państw, proces normalizacji wzajemnych relacji oraz dążenia RP do struktur UE oraz NATO. Rozdział drugi poświęcono stosunkom dwustronnym w trakcie kadencji kanclerza Gerharda Schrödera, w tym przede wszystkim sporom na tle akcesyjnym i historycznym. Rozdział trzeci jest chronologicznie najkrótszy, lecz okres 2005-2007 to intensywny czas szczególnych sporów o kwestie geostrategiczne, moralne i aksjologiczne. W zakończeniu nakreślone we wstępie hipotezy przekuto w klarowne tezy, odpowiedziano kolejno na wszystkie pytania badawcze oraz przedstawiono problemy, które mimo upływu lat wciąż nie zostały rozwiązane. Pracę wieńczy bibliografia podzielona na dokumenty, literaturę przedmiotu, prasę i inne media, netografię oraz badania opinii publicznej i raporty dotyczące przedmiotu badań.

The aim of this master's thesis is to analyze the bilateral relations between the Third Republic of Poland and the Federal Republic of Germany over the key years, which provided the basis for today's bilateral relations. The emphasis was placed on the political relations of both countries - their common, and especially those controversial elements. Particular attention was also paid to the internal conditions of Poland and Germany, which determined the development of bilateral relations; durability of the strategy of shaping mutual relations between the two countries, as well as the role of the neighbor in the foreign policy of individual Polish and German councils of ministers. The adopted time limit - from 1989 to 2007 - is an unprecedented period for both Poland and Germany. After the systemic transformation, Republic of Poland was able to begin fully sovereign shaping of its internal policy and position on the international arena, while Germany finally abolished its internal, artificial borders, thus uniting the country divided by almost half a century. Focusing on the period from 1989 to 2007 allows us to analyze the most key challenges that have shaped the current Polish-German relations. Many of them resonate today, so the conclusions outline which problems have been resolved and which are still alive. A comparative turning point is the end of Chancellor Angela Merkel's term of office. The dissertation also analyzed the significant role of Germany as the "advocate" of Poland on the way to the European Union, focused on the difficult past of both countries and took into account both internal and international aspects of the state of mutual relations.The dissertation begins with an introduction consisting of the justification for the choice of the thesis topic; goals, hypotheses and research questions; the state of research; methodology and outline the structure of the dissertation. The background of chapter one is the reign of Chancellor Helmut Kohl. The topics cover the period of transformation of both countries, the process of normalization of mutual relations and Poland's aspirations to the structures of the EU and NATO. The second chapter is devoted to bilateral relations during the term of office of Chancellor Gerhard Schröder, including primarily the accession and historical disputes. The third chapter is chronologically the shortest, but the period 2005-2007 is an intense time of special disputes over geostrategic, moral and axiological issues. At the end, the hypotheses outlined in the introduction were transformed into clear theses, all research questions were successively answered and problems were presented that, despite the passage of years, still have not been resolved. The work is crowned with a bibliography divided into documents, literature on the subject, press and other media, netography as well as public opinion polls and reports on the subject of research.
