Presidential doctrines in the U.S. foreign policy in the years 1969-1989

Celem niniejszej pracy magisterskiej było ukazanie problematyki związanej z doktrynami prezydenckimi Stanów Zjednoczonych. Okres analizy obejmował lata 1969-1989, czyli moment powstania i zakończenia détente oraz lata powrotu do antyradzieckiej retoryki. W pracy wskazano najważniejsze kierunki polityki zagranicznej USA, a następnie przeanalizowano wybrane wypowiedzi prezydentów pod kątem miana doktryny prezydenckiej. Podjęte rozważania skupiają się na funkcjonowaniu doktryn prezydenckich jako instrumentu polityki zagranicznej USA. Stany Zjednoczone wykształciły swego rodzaju precedens, który obecnie jest powszechnie stosowany. Doktryny prezydenckie zaczęły być wykorzystywane w celu dowartościowania przemówienia prezydenta i zaznaczenia, iż dana wypowiedź nie stanowi zwykłej deklaracji politycznej. Wobec tego zjawiska, pojawił się problem związany z nadużywaniem tego pojęcia. Co zatem wpływa na ukształtowanie się doktryny prezydenckiej? Dlaczego obecnie mówi się o doktrynach Nixona, Cartera, Reagana?

The purpose of this thesis was to present issues related to the presidential doctrines of the United States. The period of analysis took years 1969-1989, that was the moment of creation and fall of détente and years of return to anti-soviet rhetoric. The study identified the main directions of the U.S. foreign policy, then analyzed the selected speeches of presidents in terms of presidential doctrine.Taken considerations apply to the functioning of the presidential doctrines as an instrument of the U.S. foreign policy. The United States has developed a kind of precedent, which is now widely used. Presidential doctrines are being used in order to value the President’s speech and indicate that a particular statement is not just a mere political declaration. Therefore, there is a problem related to the overuse of this concept. What influences the creation of a presidential doctrine? Why now it is said that there are doctrines of Nixon, Carter, Reagan?
