Administrative discretion and administrative courts' control of discretionary acts

Praca dotyczy instytucji uznania administracyjnego. Celem pracy jest kompleksowe przedstawienie tej wieloaspektowej problematyki. Podniesiono kwestie istoty i pojęcia uznania administracyjnego zarówno w kręgu niemieckiej nauki prawa administracyjnego, jak i państw innej kultury prawnej, w tym Francji oraz państw systemu common-law. Przedstawiono kwestie działalności ustawodawczej oraz aktywności organów administracji publicznej i działalności orzeczniczej sądów administracyjnych w kontekście prezentowanej instytucji prawa administracyjnego.

The dissertation regards the issue of the administrative discretion. It was raised issues of the essence and the concept of this legal institution either in the countries of German legal culture, or in other countries, including France and the countries of the common law. It is presented the matters of activity of legislative bodies, bodies of public administration and the administrative courts in the context of different aspects of administrative discretion.
