Lobbying as an Inseparable Element of The Political System of The European Union

We współczesnych demokracjach lobbying jest ważnym i nieodłącznym elementem systemu politycznego. Poszerzanie kompetencji instytucji Unii Europejskiej i redystrybucja uprawnień między krajowymi i ponadnarodowymi poziomami władzy na korzyść tych ostatnich przyczyniły się do sformułowania określonego systemu reprezentacji interesów na poziomie europejskim. W danej pracy została poruszona problematyka umiejscowienia zjawiska lobbingu europejskiego w systemie politycznym UE obecnie oraz z perspektywy historii rozwoju integracji europejskiej. Temat rzecznictwa interesów w UE obecnie zyskuje coraz bardziej na znaczeniu a jego aktualność jest podyktowana przede wszystkim wzrostem problematyki kwestii demokratyzacji ugrupowań integracyjnych w kontekście globalizacji zarządzania gospodarczego. Jednym z obecnych trendów w sferze politycznej na świecie jest wzmocnienie roli formacji ponadnarodowych. Procesowi temu towarzyszą tworzenie ponadnarodowych instytucji i mechanizmów zarządzania politycznego i władz zarówno na poziomie globalnym, jak i regionalnym. W związku z tym rośnie znaczenie legitymizacji i przejrzystości decyzji ponadnarodowych na poziomie ponadnarodowym. Tak jest i w przypadku jedynej w swoim rodzaju na świecie hybrydowej struktury systemu politycznego Unii Europejskiej. Przeprowadzona analiza miała na celu sprecyzować specyfikę lobbingu na poziomie europejskim oraz pokazać sposoby rozwijania relacji między biznesem a władzą w obrębie trójkąta decyzyjnego UE.

In modern democracies, lobbying is an important and inseparable element of the political system. Expanding the competences of the European Union institutions and redistributing the powers between national and supranational levels of power in favor of the latter, have contributed to the formulation of a specific system of representation of interests at the European level. The work addresses the issue of the location of the phenomenon of European lobbying in the EU political system at present and from the perspective of the history of the development of European integration. The subject of advocacy of interests in the EU is currently obtaining more and more importance and its timeliness is dictated primarily by the increase of the issue of democratization of integration groups in the context of the globalization of economic governance. One of the current trends in the political sphere in the world is to strengthen the role of a supranational formation. This process is accompanied by the creation of supranational institutions and mechanisms of political management and authorities at both the global and regional level. Therefore, the importance of legitimacy and transparency of transnational decisions on the supranational level is growing. This is the case with the only one of it's kind in the world, unique hybrid structure of the Political System of the European Union. The analysis was aimed at designating the specifics of lobbying at the European level and showing ways to develop the relationship between business and power within the EU's decision-making triangle.
