W dwóch pierwszych częściach pracy, celem jest przedstawienie charakterystyki jednostki samorządu terytorialnego w Polsce na przykładzie gminy Kozłów, zachodzące w niej procesy decyzyjne, potencjał optymalizacyjny, prawdziwy model wydawania decyzji, problematyka pracy urzędu gminy. Trzecia część stanowi sedno całości i koncentruje się na poprawie jakości pracy badanego urzędu poprzez zoptymalizowany model wydawanych decyzji. Zostają tam poruszone kwestie związane z działaniem gminy, opisane bariery i czynniki wspierające a także chęć wprowadzenia rozwiązań mających na celu poprawę świadczonych usług. Praca kończy się na przedstawieniu korzyści z wdrożonego modelu decyzyjnego.

In the first two parts of the work, the aim is to present the characteristics of a local government unit in Poland on the example of the Kozłów commune, the decision-making processes taking place there, optimization potential, a real model of issuing decisions, and the problems of the work of the commune office. The third part is the essence of the whole and focuses on improving the quality of work of the examined office through an optimized model of issued decisions. There are discussed issues related to the operation of the commune, described barriers and supporting factors, as well as the willingness to introduce solutions aimed at improving the services provided. The work ends with presenting the benefits of the implemented decision model.
