Monitorowanie stanowi formę przetwarzania danych osobowych, wyszczególnioną przez prawodawcę europejskiego w ogólnym rozporządzeniu o ochronie danych. W niniejszej pracy przeanalizowano przyczyny wyszczególnienia monitorowania, ze szczególnym uwzględnieniem czynników związanych z rewolucją cyfrową. Następnie opisano specyfikę monitorowania na tle innych form przetwarzania danych osobowych, a następnie jego zakres monitoringu, co pozwoliło mi zaproponować definicję monitorowania. Następnie przeanalizowano relacje między monitoringiem a profilowaniem. Na tej podstawie, zgodnie z zaproponowaną definicją monitorowania, przedstawiono różnice między rodzajami monitorowania wskazanymi w ogólnym rozporządzeniu o ochronie danych. Następnie przedstawiono kwestie prawne związane z uznaniem przetwarzania danych osobowych za monitoring.

A monitoring is a form of processing of personal data, specified by European legislator in the General Data Protection Regulation. In this study there are analysed reasons of the specification, with a special focus on factors associated with a digital revolution. Subsequently, there is described a specificity of the monitoring on the background of the other forms of processing of personal data and then, the scope of the monitoring, which allowed me to propose a definition of the monitoring. Then, there were analysed relations between the monitoring and a profiling. On this basis, according to the proposed definition of monitoring, there are presented differences between kinds of monitoring indicated in the General Data Protection Regulation. Then there are presented legal issues related with recognizing personal data processing as a monitoring.
