Dyrektywa Parlamentu Europejskiego i Rady (UE) 2019/1 z dnia 11 grudnia 2018 r. służy zapewnieniu nadania krajowym organom ds. konkurencji uprawnień w celu skuteczniejszego egzekwowania prawa i należytego funkcjonowania rynku wewnętrznego. Celem pracy magisterskiej jest omówienie wymagań prawnych wynikających z dyrektywy odnoszących się do niezależności i zasobów Prezesa UOKIK jako organu stosującego unijne prawo konkurencji, a jednocześnie skonfrontowanie tych wymagań z obowiązującymi przepisami ustawy o ochronie konkurencji i konsumentów. Zadaniem pracy magisterskiej jest udowodnienie stwierdzenia, że dla realnego wzmocnienia niezależności krajowego organu konkurencji potrzebna jest implementacja standardów i gwarancji zawartych w dyrektywie poprzez zmiany w ustawie.

Directive (EU) 2019/1 of the European Parliament and of the Council of 11 December 2018aims to ensure that national competition authorities are given powers to enforce the law more effectively and to ensure the proper functioning of the internal market. The aim of the master's thesis is to discuss the legal requirements of the Directive relating to the independence and resources of the President of the UOKIK as a body applying EU competition law, while confronting those requirements with the existing provisions of the Law on competition and consumer protection. The task of the master's thesis is to prove that, in order to realistically strengthen the independence of the national competition authority, the implementation of the standards and guarantees contained in the Directive through amendments to the law is needed.
