Niniejsza praca porusza problematykę samodzielności finansowej gminy, opisując w pierwszym rozdziale źródła i uwarunkowania samodzielności gminy w zakresie finansów publicznych, na którą składają się liczne akty prawne o charakterze międzynarodowym oraz krajowym. W pierwszej części pracy wskazane zostały także kompetencje organów gminy w zakresie finansów publicznych. W drugim rozdziale analizie poddano źródła dochodów własnych gminy, wymieniając przy tym między innymi podatki i opłaty lokalne czy też dochody z majątku gminy. Ostatni rozdział opisuje ustrój kontroli i nadzoru finansów publicznych w gminie, prezentując organy kontrolne i nadzorcze oraz ich prawne umocowania. Celem pracy była analiza samodzielności finansowej samorządu gminnego w polskiej przestrzeni prawnej, mająca na celu podkreślić potencjał niezależności gminy od organów centralnych w zakresie finansów.

This paper raises the issue of financial autonomy of commune, in the first chapter described are the sources and determinants of a community’s autonomy in the field of public finance, which depends on numerous home and international legal acts. Indicated are also the competences of the commune authorities pertinent to public finance . In the second chapter analyzed are the sources of income of the commune , mentioning among other things, taxes, rates or income on the community’s property. The last chapter describes the system of control and supervisionover public finances in the commune, presenting the regulatory and supervision bodies as well as their legitimacy. The paper was aimed at analyzing the financial independence of a local government in the Polish legal space so as to highlight the potential independence of the commune from the central authorities in the field of finance.
