Competence of local government units of the basic level in the area of social assistance and funding of the tasks on the example of Jablonka

Niniejsze opracowanie przedstawia problematykę związaną z obszarem pomocy społecznej. Celem pracy jest przedstawienie kompetencji gminy z zakresu pomocy społecznej na przykładzie gminy Jabłonka, a także wskazanie źródeł i sposobów finansowania tych zadań. Praca została podzielona na cztery części. Trzy z nich mają charakter teoretyczny, czwarta natomiast empiryczny. W rozdziale pierwszym przedstawiona została historia pomocy społecznej na świecie, jej rola, istota i rozwój w Polsce oraz wymiar instytucjonalny w Polsce. Rozdział drugi opisuje genezę i istotę samorządu terytorialnego, jego rozwój na przestrzeni lat, współczesny model, oraz gminę jako podstawową jednostkę samorządu terytorialnego. W rozdziale trzecim uwagę zwrócono na zadania własne, oraz zadania zlecone gminy w zakresie pomocy społecznej oraz na źródła finansowania tych zadań. Ostatni z rozdziałów przedstawia funkcjonowanie pomocy społecznej w gminie Jabłonka, jej charakterystykę, specyfikę działalności tamtejszego Ośrodka Pomocy Społecznej oraz analizę i ocenę efektywności jego działań w zakresie pomocy społecznej. W rozdziale tym szczególną uwagę zwrócono na przeprowadzone badania, zaprezentowano wyniki, a także wysunięto wnioski.

This paper presents the issues related to the area of social assistance. The aim of the work is to give competence of municipal social assistance on the example of the municipality of Jabłonka, as well as an indication of the sources and ways of financing these tasks. The work was divided into four parts. Three of them are theoretical, the fourth while the experiential. In chapter one shows the history of social assistance in the world, its role, and development in Poland and institutional dimension. The second chapter describes the origins and essence of the local government, its development over the years, the contemporary model, and the municipality as the basic unit of local government. In the third chapter of attention on their own tasks, and the task assigned to the municipality in the field of social assistance, and on the sources of funding for these tasks. The last chapter shows the operation of the social assistance in the municipality of Jabłonka, its characteristics, specific activities of the local social welfare centre and the analysis and evaluation of the effectiveness of its activities in the field of social assistance. In this chapter, special attention has been paid to study, to learn the results, and put forward proposals.
