Komunikowanie polityczne na przykładzie Chińskiej Republiki Ludowej

Celem niniejszej pracy magisterskiej jest przedstawienie złożoności oraz specyfiki systemu komunikowania politycznego Chińskiej Republiki Ludowej. Percepcja Państwa Środka na arenie międzynarodowej oraz zaufanie, jakim kraj jest darzony przez innych aktorów politycznych zależą od używanej retoryki oraz rzeczywistej realizacji deklarowanej linii politycznej. Podstawą komunikowania jest polityczna poprawność oraz trafność (używanie takich argumentów, które najlepiej zostaną odebrane międzynarodowo), tudzież konsekwentne działania w ramach zwerbalizowanej polityki. Praca zawiera zagadnienia teoretyczne dotyczące komunikowania politycznego, mediów, znaczenia perswazji oraz recepcji informacji. Uwzględniono geostrategiczne determinanty współczesnej polityki chińskiej oraz historyczny dorobek kulturowy. Przedstawiona została analiza chińskiej doktryny politycznej z wyszczególnieniem sposobu argumentacji, rodzajem retoryki oraz motywacjami tłumaczącymi takowy wybór. Ponadto ukazane są działania mające na celu realizację komunikowanych wartości oraz ulepszenie wizerunku międzynarodowego, jakie Chińska Republika Ludowa podejmuje w ramach Soft Power. W dalszej części pracy opisano zachowanie oraz politykę prowadzoną w cyberprzestrzeni, które w jasny sposób zaprzeczają wszystkim oficjalnie komunikowanym treściom. Finalnie, zawarta jest charakterystyka systemu komunikacji funkcjonującego na terenie Państwa Środka ze szczególnym uwzględnieniem jego członków, relacji między nimi oraz obowiązujących strategii działania. Przedstawione zostały rola władzy oraz mechanizmy cenzurowania treści w Internecie (the Great Firewall of China, cyberpolicja i blogerzy-propagandziści). Pracę zamyka analiza zachowań chińskich obywateli, tj. cybernetyczne reinkarnacje, omijanie systemu cenzury i kontroli oraz krucjaty w Internecie, w oparciu o którą zwerbalizowany zostanie obywatelski komunikat polityczny, skierowany zarówno do Partii Komunistycznej jak i innych uczestników stosunków międzynarodowych.
The aim of this essay is to introduce the complexity and specifics of Chinese system of political communication. The perception of Middle Kingdom and trust given by the international agents depend on Chinese rhetoric and actual realisation of declared policy. The basics of communication are political correctness and accuracy (using proper arguments in international dialogue) as well as consistent behaviour. The paper provides theoretical background on political communication, media system, the essence of persuasion and the reception of information. It includes geostrategic determinants of current Chinese policy and historical heritage. The analysis of Chinese political doctrine is presented with its arguments, rhetoric and aims. Moreover, Soft Power actions, undertaken in order to realise mentioned goals and improve international status, are described. The paper includes also the area of cyberspace, where the officially declared policy does not seem to be respected. Finally, the characteristics of Chinese domestic system of communications are shown, including participants, relations between them and the strategy of actions. Closer look is taken on the role of the Chinese authority and the Internet mechanisms of censorship, such as the Great Firewall of China, cyberpolice and pro-party commentators. The essay is concluded by the analysis of Chinese people’s behaviour, for instance: the Cyber Reincarnation, bypassing the censoring tools and the Internet Vigilantism, which provides the civilian statement directed to the state authority and other international agents.
