StreszczenieInternet stał się jednym z charakterystycznych elementów epoki, w której żyjemy. Zmienił on sposób konsumpcji informacji, przeformułował sposoby oraz charakter komunikacji, a także zaczyna przenikać do coraz to nowych sfer – tzw. „Internet rzeczy”. Ewolucja, a może raczej rewolucja, internetowa nie dotyczy tylko jednostek, ale także państw narodowych i innych aktorów stosunków międzynarodowych. Wraz ze wzrostem znaczenia Internetu w polityce państw zarówno demokratycznych, jak i niedemokratycznych, konieczne stało zastanowienie się nad rolą jaką światowa sieć internetowa może odegrać w stosunkach międzynarodowych. Niniejsza praca koncentruje się na analizie małego wycinka z dziedziny stosunków międzynarodowych jaką jest kwestia demokratyzacji państw autorytarnych. Praca została podzielona na 3 rozdziały. Pierwszy z nich ma na celu przedstawienie i zdefiniowanie pojęcia „informacja”. Ustalenie odpowiedniej definicji oraz wykazanie istotności platform komunikacyjnych w historii jest niezbędne do stworzenia podstaw teoretycznych dalszego wywodu. Rozdział drugi ma charakter technologiczny. Przedstawione są w nim najbardziej powszechne zagrożenia, które mogą spotkać użytkowników (indywidualnych, instytucjonalnych lub państwowych) w sieci. Demonstruje to mniej znane, a niezwykle istotne, kwestie związane z Internetem oraz jego bezpieczeństwem. Ostatni, najbardziej istotny, składa się z 3 podrozdziałów poświęconych cenzurze, inwigilacji oraz propagandzie. Są to elementy, które składają się na skuteczne utrzymywanie władzy przez państwa autorytarne. W poszczególnych podrozdziałach można znaleźć charakterystykę danego elementu oraz analizę wybranych przykładów. Wybrane przykłady jasno wskazują na niezwykłą użyteczność Internetu dla władz autorytarnych. Stoi to w sprzeczności do opinii większości analityków gloryfikujących potencjalny wpływ Internetu na demokratyzację. |

Internet has become one of the most distinctive elements of modern times. It changed the way we consume information, reformulated means of communication and started to penetrate more and more levels of our lives - so called „Internet of things”. Internet evolution, or maybe rather revolution, does not affect individuals exclusively. Nation states and other actors in international relations are affected as well. Together with growing importance of Internet in state’s policies, it became necessary to dwell on the future role of Internet in international relations. This paper attempts to analyze the section of this domain. Namely, democratization of authoritarian states.A thesis is divided into 3 chapters. First one is dedicated to presenting and defining the term „information”. Establishment of correct definition is necessary for theoretic base of the thesis. Chapter number 2 is slightly technological. There are presented most common threats to cybersecurity. The reason behind that is very low level of awareness about cyberspace security. Last, but not least, chapter 3 consists of 3 sub-chapters. They are dedicated to discuss 3 main tools of control engaged by authoritarian states to preserve their authority: censorship, surveillance and propaganda. Definitions of the terms and case studies are included. There is a clear conclusion – Internet is really useful tool for authoritarian regimes. This finding differs from the most analytics point of view who glorify the potential influence of Internet on democratization. |
