Przedmiotem pracy jest analiza obowiązku przyłączeniowego do sieci elektroenergetycznej w polskim porządku prawnym i ocena wpływu rozwiązań na rozwój odnawialnych źródeł energii. Zobowiązania Polski w zakresie zwiększania udziału zielonej energii w bilansie energii finalnej, sprawiają, że instalacja i przyłączenie OZE do sieci powinno stawać się co raz prostsze i mniej uciążliwe dla podmiotów zainteresowanych przyłączeniem, natomiast zapewnienie dostaw energii elektrycznej jest niezbędnym czynnikiem do funkcjonowania gospodarstw domowych i przedsiębiorstw. Praca obejmuje opis obowiązku przyłączeniowego, analizę etapów przyłączenia ze szczególnym omówieniem procedury przewidzianej dla małej instalacji i mikroinstalacji OZE, charakterystykę obowiązków ciążących na stronach umowy przyłączeniowej oraz opis postępowania przed Prezesem URE w kwestiach spornych.

The subject of the Master Thesis is the analysis of the obligation of the connection to the electrical grid in the Polish legal system and impact assessment of solutions for the development of renewable energy sources (RES).Considering the fact that Poland is obligated to increase the share of green energy in the final energy balance, the process of connecting should be simplified and transparent for the parties, while ensuring the electricity supply is an essential factor for the functioning of households and enterprises. The Thesis includes a description of the obligation of the connection, the analysis of the stages of connection process with the detailed overview of the procedure provided for small installations and micro-installations of renewable energy sources, characteristics of the obligations of the parties of the connection agreement and description of the proceedings in case of disputes.
