Celem pracy jest opisanie genezy i rozwoju baskijskiego nacjonalizmu, ze szczególnym uwzględnieniem historii Basków, sytuacji geopolitycznej w regionie Kraju Basków i działalnością baskijskiej organizacji terrorystycznej. W niniejszej pracy historia Basków została przedstawiona z uwzględnieniem możliwie jak najstarszych faktów historycznych, jednak biorąc pod uwagę główny temat, jakim jest nacjonalizm, najważniejsze ramy czasowe obejmują wydarzenia od drugiej połowy XIX w. do początku wieku XXI, a dokładnie do roku 2011, w którym to ETA ogłosiła zawieszenie broni, oraz miały miejsce ostatnie wybory samorządowe we Wspólnocie Autonomicznej Kraju Basków. Baskijski nacjonalizm ukazuje możliwość obierania wielu strategii w celu osiągnięcia podobnego celu, dlatego niniejsza praca składa się z czterech rozdziałów, które można podzielić na dwie części. Część pierwsza składa się z dwóch pierwszych rozdziałów i dotyczy historii i ideologii baskijskiego nacjonalizmu. Rozdział pierwszy przedstawia historię Basków począwszy od najstarszych faktów historycznych i ich genezy, aż do uzyskania statutu autonomicznego. W rozdziale drugim przybliżona została postać Sabino Arany i ewolucja jego doktryny narodowej, w tym komponenty tworzące tożsamość narodową Basków, takie jak: rasa, język, dawne prawa i przywileje, kultura i odrębność historyczna. Druga część pracy składa się z rozdziału trzeciego i czwartego i przedstawia rozwiązania prawne oraz walkę nacjonalistów na arenie politycznej, a także przy użyciu przemocy. W rozdziale trzecim została opisana struktura Wspólnoty Autonomicznej Kraju Basków z uwzględnieniem Konstytucji Królestwa Hiszpanii i Statutu Autonomicznego Kraju Basków, przedstawiono również regionalne partie nacjonalistyczne od początków ich powstania, do roku 2011. Ostatni rozdział dotyczy ETA i przedstawia historię tej organizacji z podziałem na dwa okresy. Pierwszy okres funkcjonowania ETA dotyczy czasów dyktatury generała Franco, natomiast drugi okres to działalność w demokratycznej Hiszpanii w latach 1975 – 2011.Przestudiowanie zjawiska baskijskiego nacjonalizmu ukazuje, że niepodległość w celu osiągnięcia samorządności powoli staje się atrybutem niekoniecznie wymaganym. Ponadto przykład Basków jest cennym źródłem na temat powstawania i funkcjonowania organizacji terrorystycznych, a także rozwiązywania problemów związanych z przemocą na tle politycznym. |

The present thesis explores the origins and rise of Basque nationalism, with a special emphasis on Basque history, the geopolitical situation of the Basque Country and operation of the Basque terrorist organization. History of the Basques is delineated against as broad a historical backdrop as possible, with the principal timeframe covering the events that occurred between the second half of the 19th century and early 21st century, precisely the year 2011, when ETA announced a cease-fire and the last local election took place in the Autonomous Community of the Basque Country. Basque nationalism shows that a number of strategies are available to achieve similar objectives, and the thesis is organized as 4 chapters divided into two parts. Part one comprises the first two chapters and covers the history and ideology of the Basque nationalism. Chapter one explores Basque history, from the earliest historical facts to the gaining of the autonomous status. Chapter two is concerned with Sabino Arana and the evolution of his national doctrine, including components that make up Basques' national identity: the race, language, law and privileges, culture and historical distinctiveness. The second part of the thesis comprises chapters three and four, exploring legal solutions and the nationalists’ struggle, both in the political realm and the struggle that resorts to violence. Chapter three is concerned with the structure of the Autonomous Community of the Basque Country, including Constitution of the Spanish Kingdom, the autonomy status of the Basque Country and nationalist regional parties since the time they emerged until 2011. The last chapter describes ETA’s operation in two. The first one is Gen. Franco’s dictatorship, and the second, the time of democracy between 1975 and 2011.A closer look at Basque nationalism shows that independence is not quite an essential attribute for self-governance nowadays. Additionally, the Basque example provides invaluable insights on the rise and the workings of terrorist organizations, including on the way the issues related to political violence should be addressed. |
