Celem niniejszej pracy jest ocena roli samorządu terytorialnego w finansowaniu zadań z zakresu ochrony zdrowia.Praca składa się z trzech rozdziałów. W pierwszym przedstawiono istotę samorządu terytorialnego przez przedstawienie definicji samorządu, głównych zasad, na których opiera się jego funkcjonowanie oraz zadań, jakie samorządy wykonują. W drugim przedstawiono źródła dochodów samorządów oraz zadania z zakresu ochrony zdrowia realizowane na poszczególnych szczeblach samorządu. W trzecim poddano analizie dane dotyczące finansowania zadań z zakresu ochrony zdrowia przez Miasto Kraków w latach 2010-2012.Zastosowane metody badawcze obejmują: przegląd literatury, analizę aktów prawnych oraz analizę sprawozdań z wykonania budżetu Miasta Krakowa za lata 2010-2012. Do obróbki danych finansowych wykorzystano arkusz kalkulacyjny Excel.Wnioski z przeprowadzonych analiz wskazują, iż Miasto Kraków realizuje liczne zadania z zakresu ochrony zdrowia. Pełni rolę organu założycielskiego dla 3 placówek, realizuje programy profilaktyczne. Wydatki z budżetu na ochronę zdrowia w porównaniu do pozostałych wydatków nie są wysokie. Najwięcej pieniędzy miasto przeznacza na przeciwdziałanie alkoholizmowi, opłacanie składek na ubezpieczenie zdrowotne i świadczenia dla osób nieobjętych obowiązkiem ubezpieczenia zdrowotnego, szpitale ogólne oraz programy polityki zdrowotnej.

The purpose of this work is to evaluate the role of the local government in finansing tasks concerning the health protection.The work consists of three chapters. First deals with with such aspects as: what is the local government, the main rules which obtain in it, and the most important tasks that the local administration copes with. Second chapter is about the sources, from which the funds of the local government are, and about the tasks of health protection that are realised on the various steps of the local administration.Third chapter is about analysing the data on funding issues dealing with the health protection, which were supervised by the city of Cracow in years 2010-2012.Various research methods were used for the purpose of this work. The most important were the survey of literature, law acts and accounts of implementation of the Cracow's budget in years 2010-2012. What is more, each counting was done using Excel.The inferences about the conducted analysis are that the city of Cracow realises many different tasks dealing with the health protection. What is more, it is the founding body for three institutions which realise prevention programs. When we compare the expenses of the budget for the health protection with another expenses, it turns out, that they are not extremely high. The highest amount of money is spent on preventing alcoholism, payment of contribution for health insurance and those, for people who do not have the obligation for paying for the health insurance, public hospitals and the health prevention programs.
