Niniejsza praca stawia sobie dwa cele. Pierwszym z nich jest próba pokazania tego, czym jest system wyborczy i z jakich elementów się składa. Drugim celem (nieco trudniejszym do osiągnięcia) ma być pokazanie i przeanalizowanie procesu ewolucji systemu wyborczego na przykładzie wyborów parlamentarnych w Polsce 1989-2011. Te dwa cele znajdują swoje odzwierciedlenie w samej konstrukcji pracy, która jest również podzielona na dwie części. Pierwsza część zawiera definicje pojęć kluczowych dla tej pracy. Wyjaśnione zostaje znaczenie pojęcia wyborów parlamentarnych, systemu wyborczego, prawa wyborczego, a także pojęcie kampanii wyborczej. Druga część prezentuje proces zmian, jaki przez dwadzieścia lat dokonał się w obrębie systemu wyborczego. Efekty tych zmian są następnie konfrontowane z praktyką wyborczą, a to pozwala na sam koniec - wyciągać odpowiednie wnioski.

This work has two aims. The first aim is an attempt to show what is the electoral system and what elements it consists of. The second aim (slightly more difficult to achieve) will be showing and analyzing the evolution of the electoral system on the example of the parliamentary elections in Poland from 1989 to 2011. These two aims are reflected in the construction of the work, which is also divided into two parts.The first part contains definitions of key terms for this work. It is explained the meaning of the parliamentary elections, the electoral system, electoral law and concept of the electoral campaign. The second part presents the process of change, which for twenty years has been made within the electoral system. The effects of these changes are then confronted with the practice of elections and it allows to draw conclusions at the end.
