Zarządzanie jednostką samorządu terytorialnego, jaką jest gmina, ściśle wiąże się z zarządzaniem jej finansami. Szczególnie ważną rolę w budżecie gminy stanowią dochody. To od nich głównie zależy możliwość dalszego rozwoju gminy oraz sposób realizacji celów, jakie wyznaczają sobie samorządy. Zamysłem mojej pracy jest dokonanie analizy wszystkich źródeł dochodu konkretnej gminy i wyłonienie z nich najważniejszego źródła oraz dostrzeżenie związku pomiędzy poziomem tych dochodów a poziomem realizowanych przez gminę inwestycji.Praca składa się ze wstępu, trzech rozdziałów i zakończenia. Pierwszy rozdział to wyjaśnienie istoty podstawowej jednostki samorządu terytorialnego, jaką jest gmina, przedstawienie zadań tej jednostki, kompetencji jej organów oraz podkreślenie samodzielności gminy, zwłaszcza samodzielności finansowej. Rozdział drugi, to charakterystyka dochodów gminy, z podziałem na dochody własne i dochody zewnętrzne. Trzeci, i zarazem ostatni rozdział, poświęciłam wyłącznie gminie Dobczyce. W szczególności zawiera on charakterystykę gminy Dobczyce, analizę jej dochodów budżetowych uzyskanych w latach 2010 – 2012, a także własną ocenę gospodarki finansowej gminy.

Managing a local government unit in the form of a municipality is strictly connected with managing its finances. Revenue is particularly important to a municipal budget. It is the revenue that affects the prospects for any further municipal development and the method of pursuing the objectives defined by self-governments. My thesis has focused on analysing all the sources of income of a particular municipality, and on identifying the most important one, as well as on determining the connection between the level of revenue and the level of municipal investment.The thesis consists of an introduction, three chapters, and a summary. The first chapter explains the concept of the basic unit of local government in the form of a municipality, presents its tasks as well as the competencies of its authorities, and defines the municipality’s independence, in particular its financial independence. The second chapter characterises municipal revenue divided into own revenue and external revenue. The third, i.e. the final chapter focuses wholly on the Dobczyce municipality. In particular, the chapter contains characteristics of the municipality concerned, an analysis of its budgetary revenue in 2010 – 2012, and my own evaluation of the municipality’s financial management.
