The origins of the European diplomacy : heralds and proxenoi

Celem niniejszego artykułu jest przedstawienie korzeni dyplomacji europejskiej, sięgających czasów antycznej Grecji. Na wstępie podana zostanie etymologia słowa "dyplomacja" oraz jedna z pierwszych jej definicji, stworzona przez słynnego rzymskiego jurystę i filozofa, Cycerona. W dalszej części przedstawiony będzie zarys historii i relacji pomiędzy greckimi poleis, czyli podstawowymi komórkami ówczesnej sceny politycznej, a także pierwsze ogólnogreckie prawo, zobowiązujące do udzielenia podróżnym gościny, stanowiące fundament późniejszych relacji. Wreszcie zaprezentowane zostaną dwie najistotniejsze instytucje, których działalność stanowiła początki rozwoju dyplomacji. Genezę herolda można wywieść już z tekstu Iliady, a jego rola wielokrotnie podkreślana jest w rozmaitych źródłach, od relacji historycznych po literaturę. Drugą instytucją jest zaś charakterystyczna dla Grecji proksenia, bazująca na dotychczasowych zasadach prawa gościnności. Artykuł ma przedstawić istotne funkcje pełnione przez tych protodyplomatów oraz uzmysłowić, iż wzajemne relacje oparte na dyplomacji sięgają dużo wcześniej niż nowożytne traktaty, a nawet słynne prawo rzymskie.

The purpose of this article is to present the roots of European diplomacy, dating back to the times of ancient Greece. At the beginning, the etymology of the word 'diplomacy' is explained and one of the first definitions of this term, created by the famous Roman jurist and philosopher, Cicero, is presented. The following section provides an overview of the history and the relations between the Greek poleis, which were the basic cells of contemporary political scene, and the first panhellenic law, obliging to provide hospitality to travelers that became the foundation of future relations. Finally, the two most important institutions, whose activities constituted the beginnings of the development of diplomacy are presented. The genesis of heralds can be traced back to the Iliad itself, and their role is repeatedly emphasized in a variety of sources, from historical relations to literature. The second institution is the characteristic Greek proxeny, based on the existing rules of hospitality. This article aims to present important functions performed by these proto-diplomats and to demonstrate that mutual relations based on diplomacy date back not only much earlier than modern treaties, but even than the famous Roman law.
