This article is trying to analyze the concept of strategy in terms of problem solving in local communities. Its main goal is to present the strategy of inclusion of the youth being marginalized by organizing different activities in Krzeszowice community. The article is only a part the research on local systems of prevention and rehabilitation that has been done by the author since 2000 in Poland.
