Nienormalna normalność : czyli korupcja w odbiorze społecznym

Korupcja jest tematem wywołującym gorące dyskusje i zazwyczaj sprzeciw. Od lat uznawana jest w Polsce za poważny problem. Wydaje się więc, że pole do poprawy sytuacji jest przygotowane. Czy jednak coś się zmienia? Czy słowa potępienia świadczą o gotowości odrzucenia pewnych sposobów „załatwiania” spraw, czy są wyłącznie deklaracją, wygodnie zapominaną w konkretnych sytuacjach? Z analizy badań nad zjawiskiem korupcji wyłania się obraz zdecydowanego potępienia tego zjawiska. 82% Polaków uważa łapówkę za niemoralną w każdej sytuacji, 77% potępia zarówno przyjmujących jak i wręczających łapówki. Ponad połowa (56%) oczekuje wysokich kar więzienia dla łapówkarzy, a 49% uważa, że sami nie próbowaliby korupcji w żadnej sytuacji. O ambiwalencji przekonań świadczy jednak fakt, że równocześnie prawie połowa respondentów stwierdza, że obecna sytuacja zmusza do korumpowania, a 47% uważa wręcz, że osoby nie biorące łapówek, to po prostu ci, którym jak dotąd nikt tego nie zaproponował. Pytanie, które mnie nurtuje, to perspektywa zmiany sytuacji. Oceniamy korupcję jako poważny problem, ale czy jesteśmy zainteresowani jej przeciwdziałaniem? W ostatnich latach znacząco mniej Polaków uważa ją za najważniejszy lub jeden z najważniejszych problemów w kraju. Za ważniejsze problemy uznawane są: bezrobocie, bieda, przestępczość, ochrona zdrowia oraz kwestia rent i emerytur. Polacy nie są też radykalni w ocenie zjawiska. Większość zakłada, że są sytuacje - mniej lub więcej, gdy jest ona akceptowalna. Czy nie jest tak, że korupcję (podobnie jak lobbing i nepotyzm) uznajemy za jedną z bolączek naszej rzeczywistości? Za zjawisko złe, ale obecne i nieusuwalne? Moim zdaniem stały (nie koniecznie wysoki) poziom korupcji, a przede wszystkim jednak jej akceptacja tworzy taką szkodliwą normę społeczną. Ludzie nie rozpoznają zachowań korupcyjnych jako zagrażających ważnym dla nich przekonaniom, wartościom i celom. Deklarujemy bowiem sprzeciw wobec korupcji, jesteśmy jednak w stanie wyjaśnić i przyjąć niektóre jej przejawy, tłumacząc to np. niewydolnością państwa. Ponadto uważamy, że jest to problem ważny, ale nie tak ważny jak inne zagadnienia, bardziej wpływające na naszą codzienność. W domyśle może to niestety oznaczać, że gdzieś w głębi duszy walkę z korupcją odsuwamy na dalszy plan, gdy będzie się nam już dobrze żyć.
Corruption is an issue which causes heated discussions. In Poland ,it is regarded as a serious problem since years. So it seems that a field to improve the situation is prepared. But is something really changing? Do the words of condemnation demonstrate willingness to reject certain ways of "settling" cases or they are only a declaration, conveniently forgotten in specific situations? Analysis of the researches on the phenomenon of corruption, presents a picture of strong condemnation for this phenomenon. 82% of Poles consider giving a bribe to be immoral in any situation, 77% condemns both sides - which gives a bribes and takes it. Over a half (56%) of Poles expect high prison sentences for bribe-takers, and 49% believe that they will not try to corrupt in any situation. However, the ambivalence of beliefs is demonstrated by the fact that nearly half of the respondents stated that the current situation forces people to corrupt, and almost 47% believe that persons which do not take bribes are these to whom nobody has proposed it yet. The question that bothers me is the perspective of change. We judge the corruption as a serious problem, but are we really interested in the fight against it? In recent years, significantly less Poles consider corruption as the most important or one of the most important problems in the country. Unemployment, poverty, crime, health and the issue of pensions are considered as main problems in Poland nowadays. Poles are not too radical in the judgment of the phenomenon. Most of them assume that there are situations - more or less - in which corruption is acceptable. Is it true that we consider corruption (like lobbying and nepotism) as one of the ills of our reality? As a bad phenomenon, but current and indelible? In my opinion, the stable level of corruption (not necessarily high),and above all its acceptance creates such a harmful social norm. People do not recognize the corrupt behavior as threatening their important beliefs, values and goals. Indeed, we declare opposition to corruption, but on the other hand we are able to explain and accept some of its symptoms, explaining it with e.g. the state failure. Moreover, we believe that it is a serious problem, but not as important as other issues affecting our everyday life more. Unfortunately, it may implicate that somewhere in the deeps of our soul we move the fight against corruption into the background when we will live well.

Ludzie nie rozpoznają zachowań korupcyjnych jako zagrażających ważnym dla nich przekonaniom, wartościom i celom. Deklarujemy bowiem sprzeciw wobec korupcji, jesteśmy jednak w stanie wyjaśnić i przyjąć niektóre jej przejawy, tłumacząc to np. niewydolnością państwa. Ponadto uważamy, że jest to problem ważny, ale nie tak ważny jak inne zagadnienia, bardziej wpływające na naszą codzienność. W domyśle może to niestety oznaczać, że gdzieś w głębi duszy walkę z korupcją odsuwamy na dalszy plan, gdy będzie się nam już dobrze żyć. | pl |
